It began in 1956 with a small carry-out in Ocean City, Maryland. But small is no longer the operative word for any aspect of Phillips. The restaurants, now a chain, are huge, the portions gigantic and the patrons numbering in the kajillions. The menu centers on traditional seafood dishes, like crab cakes, fried oysters, broiled rockfish and surf 'n' turf. The seafood is fresh, and the cooking basic.
